Web based radio/song upload

A lot of people always ask how the in-game radio works, and it is really hard to explain how people can add their own songs because they don't have an easy way to upload a song which is exactly 128kbs and get a direct playable link for it.

Someone at CG once made a website where you could upload a song, and it would automatically convert it to 128kbs if it wasn't that already, and give you a working link that you can use in the radio.
Could you (Link) make something like this? I know you have a lot of knowledge on web based data handling, so I'm sure it's easy enough for you. ^^
