Reclaim Timer

It would be great to have some kind of timer on reclaiming vehicles after they're destroyed or lockpicked/stolen. This would make players more cautious, especially when flying, and make destroying or stealing vehicles actually useful. The timer could be 10-15-20 minutes depending on the vehicle (An airboat is obviously less valuable than a luxury yacht, so it takes much less time to replace.) If players want their high-end vehicles back faster, they can pay a fee to skip the timer.

I'd say reduce it at the most. Premium should be a nice benefit, not something that puts you at a big advantage.
