Title: New PD for the map edit.

So, I made this post before on the old community.  Anyway, here we go.
I want to change the PD up lots to make it more friendly to the CG and the mayor and also just have a much better layout.  This will allow for more RP also.

These pds combined make a good general layout and the over all look will play into the possible new city/industrial server that may possibly be in the works in the future.

Maybe in a future map edit.

The Twin Harbor project is feature-locked right now, meaning we aren't going to make anymore changes to the vmf (unless it's a bug fix) from here on out.

We also like the current PD and don't necessarily want to change it at this stage either.
