Title: Hands Up don't Shoot

Maybe we should add a surrender item that once your hands are up you cant put them down to grab a weapon.  It can also be used in Raids/Mugs so the person who is raiding/mugging so they don's have to worry about them pulling a weapon.

It would prevent a lot of FearRP I suppose
